IT Hiring:  IT Incompetence Breeds Disloyalty and Corruption

Not just foreigners -- see IT Hiring: Foreigners -- are less loyal and more corrupt so IT security risks in being more likely to commit data breaches themselves. IT incompetents in general are. This is because, knowing they are incompetent, they constantly fear for their jobs (practically though, they are not likely to be fired for IT incompetence; see IT Hiring: No Personal Consequences for IT Incompetence, Just Excuses), so adopt the attitude of "get it while you can", including selling data they have access to in their job, which is a data breach. This is the reason background checks are mostly credit checks.

The prime example is Edward Snowden. Snowden was an IT incompetent high school dropout who worked as an IT tech for Booz Allen Hamilton, a leading provider of IT services to the U.S. Government, particularly defense and intelligence. Through Booz, he worked at the National Security Agency (NSA). While there he hacked the NSA, stealing numerous top secret documents (data), and then fled to Russia to avoid execution. This data breach has been called the worst case of espionage in U.S. history.

Many similarly working for the NSA are IT incompetent, which leads to them illegally violating Americans' privacy, if just to make their jobs more secure by doing the bidding of their bosses, high government officials. (This still doesn't justify Snowden exposing this, particularly to our enemies; there are ways within the U.S. legal system this could have been done.)
